STUDENT PARKING
- Panther Express routes will resume Jan. 11 for the spring semester. Social distancing is strongly encouraged, and face masks are required to ride the Panther Express buses.
- All vehicle registration, parking permits and MARTA cards will be distributed via USPS. Update your mailing address via the Parking Portal. (Click on your name to access Account Manager.) A representative will be in the Campus Services office Monday-Friday 8:30 a.m. – 5:15 p.m. to assist with parking-related issues. All customers are required to wear face masks when entering the office.
- Due to COVID-19 concerns, cash will not be accepted as method of payment.
What Types of Permits are Available?

Student Registration Permit
A valid parking permit should be displayed at all times from the rear view mirror or on the driver’s side of the dashboard to avoid a parking ticket. Any vehicle parked without a valid permit is subject to a citation, booting, and/or towing. Students are required to register their vehicle in the Georgia State Parking System before receiving an annual permit. An annual permit is required for all students that park on any GSU campus. The annual permit helps identify owners of vehicles in the event of an emergency, serves as paring decal at Georgia State Stadium, and grants discounted parking at parking decks on campus.

Students residing in the University Commons or Piedmont North should register their vehicle through the University Housing Office. Parking is available at the respective residential sites.
No fee associated to obtain Student Registration Permit (needed for Stadium Parking and to get discounted parking on campus). The Use of a Student Registration permit by anyone other than the registered holder is prohibited.

Semester Parking Permit
Students may purchase an M Deck or Lofts Non-Resident Parking Permit for Spring 2021 by clicking on Parking Portal and logging in with their GSU campus ID and password. Once logged in, the available permits and semester cost will be shown. Once purchased, the permits will be sent to the mailing address on record in the parking system (different from PAWS).

M Deck and Lofts Non-Resident Semester Parking Permit
To purchase a Spring 2021 M Deck or Lofts Non-Resident Parking Permit:
- Log in to the Parking Portal with your student campus ID and password.
- Once logged in, click your name in the upper right to Manage Your Account Information and verify your address (different from PAWS) and other information as needed.
- Register or update your vehicle(s).
- Click Get Permits to request the spring semester permit (one permit per student).
- Permits purchased will be mailed to the address shown in the Parking Portal. Be sure to enter your apartment number (if any).
- Allow 5-7 days for delivery.
- Lost permits mailed to an incorrect address are the responsibility of the purchaser. A $25 lost permit fee will apply. Please verify your address in the Parking Portal to avoid a lost permit.

Lofts Resident Semester Parking Permit
- Log in to the Parking Portal with your student campus ID and password.
- Once logged in, click your name in the upper right to Manage Your Account Information and verify your address and other information as needed.
- Register or update your vehicle(s).
- Click Get Permits to request the spring semester permit (one permit per student).
- Resident permits purchased will be available for pick up at the Parking tent during move-in. Permits purchased after move-in will be delivered to Patton Hall mail room for student pickup. Your PantherCard may be required at the time of pickup.

Budget Card
Budget cards are only available for GSU-owned parking facilities on the Atlanta Campus. This excludes non-affiliate parking facilities such as Carnegie Way and 200 Tower Place. A budget card is a declining-value parking permit that offers an efficient and discounted parking rate for daily parking. A minimum of two parks ($7) must be added to the budget card at the time of the request. A budget card is available as long you are a student at the university. Follow these steps to make your purchase:
- Click on Parking Portal and log in with your Panther# and password.
- Once logged in, click your name in the upper right corner to Manage Your Account Information and verify your address (different from PAWS) and other information as needed.
- Register or update your vehicle(s).
- Click Get Permits to request the budget card (one permit per person). You will need to pay for a minimum of two parks ($7).
- Budget card permits will be mailed to the address shown in the Parking Portal. Lost permits mailed to an incorrect address are the responsibility of the purchaser. A $25 lost permit fee will apply.
- Once received by mail, use the budget card to tap in and out for parking in any student parking location, provided space is available. The remaining budget card balance appears on the entry and exit reader displays.
- A budget card with a zero balance will not grant entry to a parking deck.

Motorcycle Permit
With this permit, motorcycles are allowed to park at the bottom level of parking deck G accessed only from Collin Street. it cost $18 per semester to obtain the Motorcycle Permit from the Parking Portal.

Students have the opportunity to purchase a M Deck or Loft Non-Resident Parking Permit for semester permits when they become available prior to each semester by clicking on Parking Portal, selecting “Wait List” and following the screens through the process.
All selected students will receive an Award Letter through their student email containing information including details on dates, times, and locations for permit pick-up after purchase.

The waitlist is now closed for fall semester, 2020. Effective August 1, 2020, M deck and Loft Non-Residents semester permits will be available for purchase online while supplies last for $215. To make a purchase, follow these instructions:

Lofts Non-Resident Semester Parking Permit
- Log into the parking portal with your student CampusID and password.
- Once logged in, click your name in the upper right to Manage Your Account Information and verify your address and other information as needed.
- Register or update your vehicle(s).
- Click Get Permits to request the fall semester permit (one permit per student).
- Resident permits purchased will be included in the student move-in package. Permits purchased after move-in will be delivered to the Lofts post office for student pickup. Your PantherID may be required at the time of pickup.

Budget Card
Budget cards are only available for GSU owned parking facilities at the downtown campus. This excludes non-affiliate parking facilities such as Carnegie Way and 200 Tower Place. Budget Cards are available at the Parking and Transportation customer service area located on the second floor of the University Bookstore Building during posted business hours, Monday through Friday. Once a budget card is received, value can be added through Parking Portal. Please note that it can take up to 24 to 48 hours for your value to be added onto your BudgetCard.
Students who have registered their vehicle in the Georgia State University Parking system pay an entry fee of $5.00 for parking at available, on-campus decks and lots. The Budget Card permit is a pre-paid parking option that provides discounted parking at the rate of $3.50 per entry before 4:00 p.m., and reduced further to $2.00 per entry after 4:00 p.m. Please Note: Budget Card does not grant student parking permissions at GSU Stadium. You will need a current vehicle registration parking permit to park at GSU Stadium.
A minimum of $7.00 and up to $192.50 can be pre-paid onto the Budget Card with payment by PantherCash, Visa, MasterCard, American Express, Discover, check, or cash. Additional pre-paid parks can be added at any time during regular customer service hours at the customer service area or online at Parking Portal. Pre-paid parks added to Budget Cards expire after 12 months with no parking activity and without any further notice.
Should any student determines the Budget Card is no longer needed, they may return their assigned Budget Card to the Campus Services customer service counter and any unexpired, pre-paid parks remaining on the Budget Card will be refunded. Pre-paid parks on Budget Cards remain active for up to 12 months from last date of use and refunds may be requested at any time within that 12 month period. Refunds above $25 must come to campus services to complete Refund Request Form to have check mailed to you within 30 days. After 12 months with no parking activity, the pre-paid parks expire and the Budget Card balance returns to zero, with refunds no longer provided.
Budget Cards are to be returned to Campus Services upon termination of enrollment or employment, to avoid a $25 fee.
Students parking with a Budget Card can park at S, K, N, M and T Decks on a space available basis, and G deck after 4:00 p.m.

Motorcycle Permit
With this permit, motorcycles are allowed to park at the bottom level of parking deck G accessed only from Collin Street. it cost $18 per semester to obtain the Motorcycle Permit from the Parking Portal.
How Do I Get a Permit?
Register Your Vehicle
Students can register their vehicle at Parking Portal for the current semester. While online, please verify your mailing address and e-mail address, and make any necessary changes in order to make sure your information is current. Motorcycles are also required to be registered and need to be parked in designated areas. Mopeds and bicycles are required to be parked in the appropriate designated areas; however, they do not require registration.
Students residing in the University Commons or Piedmont North should register their vehicle through the University Housing Office located in the 75 Piedmont Building.
Receive Your Permit
Due to Covid 19 Concerns, all parking registration and permits will be distributed via USPS mails. Someone will be in the office Monday- Friday 8:30am – 5:15pm to handle parking related issues. Appointments are encouraged, but not required. All customers are required to wear face masks when entering the parking office. Parking Fees
The rates to park at on-campus parking locations are:
- $10.00 for visitors or students without a parking permit or budget card
- $5.00 per entry with a valid Georgia State University student parking permit
- $3.50 per entry with a valid Georgia State University student Parking Budget Card
- $2.00 per entry after 4 PM in all decks and lots with a valid Georgia State University student parking permit
- $18.00 per semester for Motorcycles/Mopeds at G deck
- $400.00 per semester in the Loft Deck for Lofts, Freshman Hall, and Greek Housing tenants (includes 24/7 overnight parking)
- $215.00 per semester in the M Deck with a valid parking permit (no overnight parking allowed)
- $215.00 per semester in the Loft Deck with a valid non-resident parking permit (no overnight parking allowed)
Student parking at Georgia State Stadium’s Blue lot is free (provided through the Student Transportation Fee) for registered vehicles with a valid parking permit. Please note, Budget cards do not serve as valid parking credentials at Georgia State Stadium. Parking restrictions may apply based on special events. All parking permits and budget cards (with the exception of one day visitor parking passes) are to be returned to Parking and Transportation when the permit period or payroll deduction period expires, or upon termination of enrollment or employment, to avoid a $25 fee.
Where Can I Park?
- Students may park in designated student parking decks/lots on any GSU campus, including the GSU Stadium Blue and Green lots, when space is available.
- Visit gsu.edu/transportation for information regarding free Panther Express shuttle service routes and the hours of operation. Social distancing will be practiced on all University shuttle buses. Wearing of masks is will be required.
