Georgia State has replaced its parking system with new technology. All vehicles must be registered in the new system to be able to park in university decks and lots. There are no longer physical permits, as you will use your PantherCard as your primary parking credential. The new system will also read license plates (LPR) where available. Budget card users will need to establish a PantherCash account at panthercard.gsu.edu, as your budget card has been replaced by your PantherCard.

If you’re an employee enrolled in payroll deductions for parking, you can use your PantherCard to enter and exit. If you’re a student who purchased a semester parking permit you can use your PantherCard to enter and exit. PantherCash parkers (formerly budget card parkers) can use their PantherCard to enter and exit.
University housing parking decks won’t be affected, including the University Lofts, which effective 05/01/2023, is administered by University Housing.
The new parking system is for Georgia State employees, students and all affiliates. It will also affect departments that own vehicles that park on campus.
Yes. Parkers at Center Parc Stadium must register their vehicle in the new parking system to avoid receiving a citation.
There won’t be any changes for parking on the Perimeter College campuses; however, if you plan to visit the Atlanta Campus, you will need to register your vehicle.

Motorcycle riders will need to visit the Parking & Transportation customer service counter after they’ve purchased their permit online via the new PERCS parking portal. A special motorcycle permit will be issued to the rider to be placed on their vehicle. A different permit is required for each semester.

Once you’re successfully parking using either license plate recognition (LPR) or your PantherCard, you may return your old parking permit(s) to a parking attendant at any parking deck, or you can drop it off at the Parking & Transportation customer service counter on the second floor of the Bookstore Building, right above Chick-fil-A.
Customers have several options:
- You can return your budget card to the Parking & Transportation customer service counter. If you have a balance, they will process a credit back to your credit card on the spot. (You must have your credit card with you to get the refund.)
- You can request a refund via check by submitting a request to [email protected] or visiting the Parking & Transportation customer service counter on the second floor of the Bookstore Building, right above Chick-fil-A. (Please note the processing time for check requests could be up to three weeks.)
The monthly cost of parking for employees will not increase. The cost of parking with PantherCash (formerly budget cards) increased from $3.50 to $4 on January 1, 2023. Visitor parking will remain at $10.
No. Employees and students will continue to park in the same location(s) they park in now.
Your vehicle must be registered in the new parking system, you must have an active PantherCash account on your PantherCard, and you must have a $4 minimum balance in your PantherCash account. Please allow up to an hour for funds to load to your parking account.
Yes. The card reader at the parking gate can read any PantherCard by swiping the magnetic stripe, and if authorized, the gate will open. The new PantherCard can also be swiped or tapped for entry.
Please refrain from punching holes in your PantherCard, as damage to your PantherCard may affect its ability to function correctly.
